David W. Manns is Senior Vice President of Public Affairs & Policy for Arkansas Blue Cross and Blue Shield. He leads the organization’s government relations, public policy, political engagement, and stakeholder outreach efforts, helping the company navigate an increasingly complex healthcare and political environment.

With more than three decades of experience in public policy, communications, and government relations, Manns has worked with elected officials, businesses, nonprofit organizations, educational institutions, and public entities on complex legislative and policy challenges. His career has included service on Capitol Hill, in the private sector, and in government affairs leadership roles, providing him with a broad perspective on how public policy is developed, debated, and implemented.

At Arkansas Blue Cross, Manns works closely with policymakers, employers, healthcare stakeholders, and community partners to address issues affecting healthcare affordability, access, and coverage. He advises company leadership on legislative and political developments while helping shape strategies that support the organization’s mission and the people it serves.
