Jim Haley is responsible for interoperability and API management for Arkansas Blue Cross and Blue Shield. Haley joined Arkansas Blue Cross in 2018 and has held several positions in Information Systems supporting customer service, member experience, provider experience, and utilization management. Before Arkansas Blue Cross he spent 20 years at Acxiom corporation in Software & Product engineering working in development, architecture, and manager roles. Before Acxiom he started out of college at a small start-up company, Sound of Music in Minneapolis as the 12th member of the team building out the company's first internal inventory control system. Today Sound of Music is known as Best Buy Co, Inc.

At Arkansas Blue Cross he serves in a leadership role supporting and solving challenging data integration challenges through the use of various technologies including HL7 FHIR interoperability standards, and modern API practices and patterns. He is passionate about solving complex health data integration challenges in the ability of a patient and their doctor having secure access to all their medical related records in creating a holistic health experience and journey while maintaining privacy.

He played an instrumental role as an early adopter in building the U.S. White House Blue Button 2.0 prototype that eventually lead to standing up the company’s and Blue Cross first ever Patient Access APIs supporting federal Centers for Medicare and Medicaid Services (CMS) and the Office of the National Coordinator for Health Information Technology (ONC) regulations.

He earned his bachelor’s degree in computer science from the University of Central Arkansas.
