Debbie Ray is the Director of Enterprise Business Intelligence Informatics at Arkansas Blue Cross and Blue Shield (ABCBS). Within this role Debbie is responsible for two teams with activities ranging from provider reporting, support for provider initiatives and collaborations, cost and utilization reporting, group account reporting, group market consulting, and operational reporting. Throughout Debbie’s eight years in leadership at ABCBS, she has been responsible for several vendor product implementations including solutions to identify fraud, waste and abuse and solutions to manage quality and risk of the exchange populations. Through an enterprise decision to redesign the data warehouse, Debbie has been a key player in the business decisions related to all subject areas including the decision to migrate from a home grown service categorization to implementing and using the HCG Grouper. While Debbie’s career did not start in the Health Insurance Industry, she found her way to ABCBS as a staff accountant in 2004. Within six months an opportunity in Medicare data analytics caught Debbie’s attention which then led her to Informatics in 2007 where she has stayed and progressed. Debbie received a Master of Business Administration from the University of Arkansas at Little Rock.
